Variable Incentive Pay Contracts

A determination was requested concerning action to be taken concerning Variable Incentive Pay (VIP) contracts in the case of 12 doctors commissioned as officers of the Public Health Service (PHS). The doctors executed the contracts at a later date than the date of reporting to active duty because of lack of information, misinformation, or lack of forms. The doctors may be released from active duty prior to dates of expiration in the VIP contracts, and the PHS need not make collection from the VIP payment ordinarily required if the doctors serve tours of duty required by their original active duty orders.
