Bidder's Failure To Acknowledge Receipt of Amendment

A company protested rejection of its bid because of its failure to acknowledge receipt of an amendment to the bid. There was no deliberate attempt to exclude the bidder from participating in the competition. The bidder's failure to acknowledge the amendment rendered the bid nonresponsive and was not a minor informality that could be waived or cured.
