Implementation of Grievance Decision Awarding a Retroactive Promotion

A decision was requested with regard to an agency's authority to implement a grievance decision awarding a retroactive promotion. The award may not be implemented because agency regulations delegate approval of promotions to the Personnel Officer, and he did not delegate that authority to a Grievance Examiner.
