An Army member appealed the disallowance of his claim for personal and dependent travel allowances incident to his retirement. The claim for travel was disallowed because the member had not established a residence where he had selected retirement, Kansas City, Missouri. There was no evidence of actual and continuous residence at that location and the fact that his family from whom he was separated had established residence there did not provide basis for payment.
