Protest against Noncompetitive Award under Small Business Set-Aside

Two companies protested a noncompetitive contract award under the Small Business Administration's (SBA) 8(a) program. The determination to set aside procurement under this program is a matter for the contracting agency and the SBA and is not considered by GAO.
