A protester contended that a proposed sole-source procurement should be opened to competition because it was capable of producing the item and meeting the delivery schedule if first article testing was waived or performed concurrently with production. The protester did not show the unreasonableness of the agency's determination that changing suppliers was too risky because of the urgent need for the item.
