A company protested the issuance of a purchase order under small purchase procedures, alleging that the agency improperly evaluated its quotation and that the evaluation factors were designed to protect the awardee. The protest concerning the evaluation factors was untimely since it was not filed before receipt of initial proposals. In addition, there was no reason to question the agency's judgment concerning selection factors.
