Failure To Acknowledge Amendment Containing Service Contract Act Wage Determination

A company protested rejection of its bid and argued that failure to acknowledge an amendment to the solicitation should be waived as a minor informality. Failure to acknowledge the amendment containing a Service Contract Act wage determination cannot be waived since the bidder could be required to pay the prescribed rates even though he may already be paying such rates.
