Highlights

A company protested cancellation of a solicitation and the subsequent sole-source award. The cancellation of the negotiated procurement because all prices were unreasonable was proper even though the determination of price reasonableness was based partially on a nonresponsive offer. The sole-source award justified by urgency was proper since only one source could supply the item by the required delivery date.
