Grant Award to Not-for-Profit Organization Not Covered by OMB Circular A-76

A company requested a ruling regarding the need for Federal funding of a solar equipment test facility, asserting that the Office of Management and Budget (OMB) Circular A-76 admonishes Government agencies not to compete with commercial organizations. The agency determination to award a grant to a not-for-profit organization was not covered by the OMB Circular, and GAO does not consider protests concerning the propriety of grant awards.
