The agency recommended that a sales contract be rescinded because of an alleged mistake in bid price. The sales contract can be rescinded without liability since the contracting officer was on constructive notice of the possibility of error because of the wide price variation in bids; he should have requested verification before award where there was a discrepancy between the unit price and total price.
