Contractor's Claim for Costs of Overtime Paid to Subcontractor

An advance decision was requested concerning payment of a contractor's claim for costs incurred in complying with a Department of Labor (DOL) memorandum which was later withdrawn. The costs of overtime paid to officers or owners of the subcontractor for services which could not be deducted from the subcontractor's contract payments should be reimbursed to the contractor since they were unanticipated expenses incurred in good faith.
