Proposal Complied with Solicitation Requirements

A protester to a contract award contended that the awardee's proposal did not comply with solicitation requirements. The protest was denied since the offeror met the solicitation requirement for an item with minor modifications by proposing a combination of hardware from two production models which the evaluators found presented the desired low technical risk.
