A carrier requested review of overcharges deducted from moneys otherwise owed to the company for transportation services provided the Government. The carrier has the burden of proving the correctness of freight charges originally collected, and its suggestion that the shipments were part of a mass transportation movement and were subject to different rates was untenable. The agency's right to collect overcharges by deduction was sustained and, since review was based on the written record, a request for an oral hearing was denied.
