Protester alleged that: (1) the contracting agency neither followed nor fairly applied the stated proposal evaluation criteria; (2) the agency exhibited an improper concern with in-place equipment and system availability; and (3) the agency project officer manifested bias in selection of the awardee. Consideration of the availability of equipment and resources is not inconsistent with reasonable and logical proposal evaluation. Bias was not indicated by the record. Overall, the award was rationally supportable and consistent with established evaluation factors. As the protester did not demonstrate the validity of his position, the protest was denied.
