Low Bid Listed Alternative Subcontractors

A company counsel protested rejection of its low bid as nonresponsive to the subcontractor listing requirement. The protester listed alternate subcontractors which would afford it the opportunity to select one of two firms listed as subcontractor. This was nonresponsive as it was contrary to the requirement which precluded bid shopping; the protest was denied.
