The protester contended that a certain procurement should have been a small business set-aside. There is nothing in the Small Business Act or procurement regulations which mandates that any particular procurement be set aside for small business. GAO will not review an agency's determination not to make an "8(a)" award for a given procurement. The contention that a particular procurement should have been made under the "8(a)" program was therefore not considered.
