Restoration of Forfeited Annual Leave

A retired employee claimed payment for excess annual leave which he had requested be carried over into the next leave year. The request was not acted upon, and the employee had to forfeit the leave. Since the employee requested the leave in a timely manner, the agency's failure to act on the request constituted an administrative error. The employee may be paid for the excess leave.
