Review of Award of Procurement under Grant

Review was requested of a decision rejecting a bid for an Environmental Protection Agency grant award as nonresponsive. The matter was subsequently brought to court where the protester's complaint was dismissed. Since the State court entered final judgment on the matter, GAO will not review.
