Small Business Firm's Responsibility

The protester objected to the rejection of its firm as nonresponsible. The matter was referred to the Small Business Administration (SBA) which declined to issue a Certificate of Competency. The matter was not for consideration by GAO since SBA has conclusive authority in the matter.
