The protester objected to the award of a contract to the low bidder who did not submit the list of subcontractors as specified in the solicitation, but indicated "to be furnished if low bidder." The grantee's acceptance of the bid was proper since the listing requirement was not intended to prevent bid shopping, but served to furnish the grantee with information regarding bidder responsibility and contractor ability to meet equal employment opportunity and minority business utilization requirements.
