A claim was submitted for pay and allowances for three Army reservists who were ordered to active duty training for a specific number of days, but they were not paid for 2 days when there was no training because of administrative policies at the station. The members performed no duty and were not at their duty station on the first and last days covered by their orders. They were not entitled to pay, nor were they entitled to travel time because they lived within commuting distance of their homes.
