Unauthorized Sole-Source Procurement

The protester objected to the sole-source negotiated procurement of recording equipment by the Navy for the Federal Aviation Administration (FAA). The procurement was unauthorized since FAA was required to submit a requisition to the General Services Administration for a quantity of equipment exceeding the maximum order limitation of the Federal Supply Schedule. FAA was requested to review the necessity for restricting the requirements to a single source.
