An advance decision was requested concerning requests for remission of indebtedness resulting from erroneous settlements of Civilian Health and Medical Program of the Uniformed Services (CHAMPUS) benefits for ineligible Navy dependents. Since the enlisted members are in debt to the government for the CHAMPUS payments and these debts are within the jurisdiction of the Secretary of the Navy, they may be remitted at or prior to the member's separation.
