A reserve member appealed a settlement denying his claim for per diem allowance while he was on active duty, contending that his orders erroneously indicated that he was to perform annual training and were corrected at his request to indicate the appropriate status of active duty for training. The member can be paid per diem since a material error was apparent on the face of the orders, but the claim for a period of active duty received more than 6 years after the date the claim accrued was barred from consideration.
