The protester alleged that the low offerer's proposal lacked cost realism and was a possible "buy-in" attempt. If technical proposals were evaluated as essentially equal, cost properly became the determinative factor in making the award. The evaluation of the successful offerer's proposal was deficient or doubtful in certain areas. Protests concerning alleged improprieties in the solicitation were untimely since they were filed after the closing date for receipt of proposals.
