Claim for Dependent's Travel and for Dislocation Allowance

Ensign P. P. Hamilton, a Disbursing Officer for the U.S.S. Virginia, requested an advance decision as to the propriety of making payment on a voucher for dependents' travel and for a dislocation allowance incident to an ordered permanent change of station. The member was not entitled to transportation of dependents at Government expense when the travel was completed before the member became eligible for that benefit. The member was entitled only to a dislocation allowance when he was not assigned to Government quarters at his new duty station.
