Alleged Irregularities in Procurement of Cold Storage Equipment

The protester alleged a number of irregularities in the procurement of cold storage equipment and requested a ruling requiring the Navy to terminate the existing contract. The contract was impossible to perform and may be modified to permit delivery of equipment which is noncompliant with the invitation. The second low bidder's claim for bid preparation costs was denied.
