The District of Columbia Department of General Services requested reconsideration of a decision which held that the bidder's failure to acknowledge a solicitation amendment should be waived. The prior decision was affirmed since the agency's request for reconsideration failed to show that the amendment had more than a trivial effect on price, especially when compared with the difference between the protester's bid price and that of the next highest bidder.
