The second low bidder protested the award of a contract on the basis that the solicitation contained ambiguities and discrepancies, that the low bid was nonresponsive, and that the Navy's method of calculating cost data, which the low bidder omitted from its bid, was defective. Protests regarding the solicitation were untimely. Material omitted by the low bidder did not make its bid nonresponsive. The bid of the proposed awardee would have been low regardless of the method used to calculate the omitted cost data.
