A protester questioned whether the agency had awarded a contract with the intention of later changing the contract requirements and whether a supplemental agreement between the agency and the awardee which modified the contract was outside the scope of the original contract. The contract modification which resulted in a substantial increase in unit price, a substantial extension of delivery time, and other significant changes was outside of the scope of the original contract, and the Government's new requirements should have been obtained through competition. The agency should consider the practicality of terminating the contract and competitively soliciting its requirement.
