Army member requested reimbursement for shipment of foreign car from overseas purchased at a time when shipment to United States at Government expense was authorized, although such authorization was subsequently rescinded by Congress. Since he did not transfer back to the United States until after imposition of restriction, the member is subject to those new rules and may not be reimbursed for shipment.
