Pre-Award Benchmark Testing

The protester objected to the request for proposals for an uninterruptible power supply, which included a set time for benchmark testing for offerors who submitted otherwise acceptable technical proposals. The failure of the offeror to permit the agency to conduct scheduled benchmark testing disqualified the offeror from participating in the second step of the procurement and rendered other issues moot.
