The protestor contended that contractor awarded contract offered unrealistically low prices at which it could not possibly provide the required services. Regulations did not preclude the award of a contract to the low bidder when the offer represented an attempt to "buy-in". GAO does not review protests involving responsibility determinations except under circumstances not present in this case.
