Bidders' Certification of Compliance with Affirmative Action Requirements

Protest was made to the finding of nonresponsiveness on company's apparent low bid for a GSA award because of failure to submit Bidder's Certificate of affirmative action compliance. Failure to submit certification at time of bid opening rendered bid nonresponsive, and a nonresponsive bid may not be accepted even though it would result in a monetary saving to the Government.
