Sole-Source Procurement for Aircraft Equipment Not Justified

Corporation protested against a sole-source award made to competitor for eight Universal Aerial Refueling Receptacle Slipway Installations and related equipment issued by Wright-Patterson Air Force Base. Review of record indicated that equipment being procured was not for C-130 aircraft, and was intended as replacement for items being diverted from contract for other aircraft. No basis existed for sole-source award, and the matter was remanded to the agency to explore the possibility of accomplishing the procurement on a competitive basis. (SW)
