Cancellation of Contract for Life Rafts

Rejection of bid for qualified products list (QPL) procurement because of nonresponsiveness was protested. Invitation did not follow procedures for QPL procurement, no QPL existed, and outdated QPL cited in invitation conflicted with bid specifications. Invitation was properly cancelled due to ambiguity which kept bidders from competing on equal basis. (DJM)
