Cancellation of Promotion

The Bureau of Land Management required resolution of a Civil Service Commission (CSC) action rescinding the cancellation of an employee's promotion. CSC based its action on failure of the agency to use adverse action procedures. The agency must implement the CSC order which was based on proper authority. (HW)
