Octagon Process, Inc., and Timmerman Corporation separately protested the award of a contract for a decontaminating agent, submitting "all or nothing" bids. Octagon also alleged that the primary ingredient of the decontaminant was not available from domestic sources. Timmerman's failure to acknowledge bid amendment for increased quantity was a minor irregularity, and the award may be made to Timmerman for lesser quantity. The Buy American Act was not applicable to an end product which was unavailable from domestic sources.
