A corporation protested the rejection of its technical proposal as outside the competitive range and the award of a contract to another company. A contractor who has acted in good faith and did not induce an error may still be subject to corrective action. GAO has no authority to determine what information must be disclosed by Government agencies. Since negotiations were conducted, the offerors should have been given an opportunity to submit best and final offers. The Air Force should reopen negotiations while the contract is being performed.
