The protester objected to the agency's refusal to consider its proposal in the competitive range and contended that the procurement should have been issued as a small business set-aside. The protester's objection to only one of several grounds for finding its proposal unacceptable provided no basis for concluding that the rejection of the proposal was improper. The protest regarding the failure to issue the procurement as a small business set-aside was untimely since it was not filed prior to the closing date for receipt of proposals. Although the agency's failure to numerically score all proposals received was inappropriate, the protester was not prejudiced since the evaluation board's comments supported the agency's refusal to consider the protester's proposal in the competitive range.
