Improper Rejection of Low Offer

A company protested rejection of its low bid, maintaining that its bid prices were interchangeable and that there was no prohibition against interchangeable prices. The rejection of the company's proposal without discussions was improper but, since the contract had been completed, no corrective action was possible.
