Reimbursement for Travel Expenses Relative to Professional Course

An Army Reserve member appealed disallowance of his claim for reimbursement for travel expenses relative to attendance at a professional course. Since he had been informed of cancellation of orders prior to the date of travel, payment is not authorized. Reimbursement for registration fees may be reconsidered if there is evidence that fees would have been forfeited if he had not attended.
