Request for Reconsideration of Decision on Authority to Use Negotiation in Lieu of Formal Advertising for Procurement

The Department of the Air Force requested reconsideration of a decision holding the Air Force had not justified the use of negotiation in lieu of formal advertising for hospital aseptic management services. Prior decision was modified as Air Force's needs could be satisfied only by best service available, and adequate specification describing the services needed could not be prepared for formal advertising.
