Low Bidder's Failure To Submit Progress Schedule

A company protested award to any other bidder, contending that the low bidder's offer was nonresponsive for failure to submit the required schedule. The failure to submit a progress schedule with the bid has been held to be a matter of bidder responsibility, not responsiveness, in previous decisions.
