Award of Property Management Broker Contract Not for GAO Consideration

A company protested the rejection of its bid by the Department of Housing and Urban Development (HUD) for a management broker contract under 12 U.S.C. 1713. GAO has no jurisdiction in this matter since 12 U.S.C. 1702 gives the Secretary of HUD broad authority to make expenditures "without regard to any other provisions of law governing the expenditures of public funds."
