Protesters to a contract award contended that the awardee was nonresponsive because of failure to list a subcontractor and failure to initial a correction. The failure to list a subcontractor for a category estimated to cost less than 35 percent of the total contract price and failure by the signer of the bid to initial a change of total bid price which raised no question regarding the intended bid were properly waived as minor deficiencies.
