Protest of Award to Office of Native American Program's Grantee

Protest filed by United Southeastern Tribes, Inc. after award to provide training and technical assistance to 40 grantees of the Office of Native American Programs is untimely. However, comments are solicited on ancillary question of eligibility of Lumbee Indians to receive Federal grant funds.
