A retired Coast Guard member appealed the denial of his request for waiver of a debt which resulted from erroneous payments of basic allowance for quarters after he moved into Government-leased housing. The debt may not be waived since the member should have expected a substantial decrease in pay as a result of the discontinuance of the allowance as well as liquidation of advance pay. Although the member stated that he initiated paperwork to stop the allowance, the files did not indicate any action by the member to terminate the allowance until after he was notified that he was in an overpayment status.
