Protest Against Rejection of Proposal Under Amended Solicitation

The protester objected to the rejection of his proposal under a request for proposals. Subsequent to the protest, the rejection of the proposal was withdrawn and the specifications and the evaluation criteria were revised. There was no basis to accede to the protester's request that the protest based on the rejection of the proposal under the original specifications should be considered on its merits.
